This member of Brake Family (Family Pteridaceae) looks a lot like Bommeria hispida http://www.inaturalist.org/taxa/159309 which has one record in southern Arizona in iNatralist But I think it is more likely Star Cloak Fern (Notholaena standleyi) http://www.inaturalist.org/taxa/165741 which has several records from the same area.
