In Passiflora at least, the tendrils are the terminal part of the inflorescences. The inflorescence is often a simple cyme (3 flowers) whose terminal pedicel and flower primordia develop into a tendril. Often the peduncle is lacking, the tendril develops first and often the 2 flowers are not set at the same time.
