The wording in this article is misleading. It is mostly adapted from older research articles, and needs to be revised for accuracy. For example, Subfamilies Psychodinae, Sycoracinae and Horaiellinae do include some species with larvae that are aquatic, but not all species of these groups are known to have fully aquatic larvae, and only Psychodinae includes species that are found in bathroom sinks (and very few species at that).
