Escal appendage pattern C; esca with a filamentous branched anterior appendage, two times length of escal bulb, without internal pigment; spots of dark pigment present on most branches of anterior appendage; medial escal appendage absent; a rounded or conical terminal escal papilla with two bilaterally placed distal spots of pigment; a posterior escal appendage, as long as escal bulb, with an anteroposteriorly compressed distal end, the posterior surface of which is slightly concave and darkly pigmented; lateral escal appendages absent; two pairs of filamentous anterolateral escal appendages: an inner pair of branched tapering appendages flanking anterior appendage, each less than one-half length of escal bulb; and a similar outer pair of appendages equal to or less than length of inner pair.
Subopercle long and narrow, dorsal end tapering to a point, without indentation on posterodorsal margin; length of ventral fork of opercle 25.3–28.6% SL; ratio of lengths of dorsal and ventral forks of opercle 0.54–0.62.
Epibranchial teeth absent; teeth present on pharyngobranchial II; total number of teeth in upper jaw 49–69, in lower jaw 46–60; number of teeth on vomer 4–8; dorsal-fin rays 5 or 6; anal-fin rays 4; pectoral-fin rays 15 or 16.
Measurements in percent of standard length: head length 38.9–43.4; head depth 37.7–41.7; premaxilla length 32.2–33.3; lower jaw length 42.1–44.3; illicium length 45.9–51.6.Sexual maturity: The length of the right ovary of the 159-mm paratype of O. basili measures 33 mm or 20.8% SL; those of the 115-mm paratype are small and undeveloped.
